ryan abf9415696 Add Cowork UI (phase 2) plan and drop quick-ask window ...

Defines the shared contract (SSE v2 tool events, artifact kinds and
storage, artifacts API, uploads), five parallel tasks with file
ownership, merge order and verification, and removes the quick-ask
window from the desktop plan.
