ryan 4c55168d52 Make Beli bookmark fetch non-fatal, pass user_id param ...

Bookmarks returning 400 was aborting the whole refresh and discarding
successfully-fetched ranking data. Now bookmarks log a warning and
continue. Also pass user= to the bookmark endpoint in case it's required.
