Adds docs/cowork-ui-plan.md: the shared contract (SSE v2 tool events, artifact kinds/shapes, artifacts table + API, uploads), five parallel tasks (A stream+artifacts backend, B tool artifacts, C activity timeline, D artifact panel, E file drop) with file ownership, merge order A→C→D→E, migration sequencing and verification. Add Cowork UI (phase 2) plan and drop quick-ask window abf9415696

Defines the shared contract (SSE v2 tool events, artifact kinds and
storage, artifacts API, uploads), five parallel tasks with file
ownership, merge order and verification, and removes the quick-ask
window from the desktop plan.
